Justin Fulcher’s RingMD and the Indian Health Service Deal
After RingMD relaunched in the United States, Justin Fulcher steered the company toward a more institutional model, moving away from the consumer marketplace it had run in Southeast Asia and toward a turnkey platform built for regulated government clients with strict compliance needs and long procurement timelines to match.
The company became FedRAMP Moderate compliant, FISMA compliant, and HIPAA compliant while running on AWS infrastructure, engineering its systems specifically for rural connectivity and low bandwidth environments common in underserved American communities far from major hospitals and specialist care.
A CONTRACT SERVING MILLIONS
That groundwork led to a July 2021 contract with the Indian Health Service, which awarded RingMD its first dedicated telehealth platform to complement an existing Webex solution already in limited use across the agency’s many facilities nationwide, from small clinics to large hospitals.
The agreement was built to serve approximately 2.6 million American Indian and Alaska Native individuals across 24 hospitals and 51 clinics spanning 37 states, with a design meant for expanded televideo visits in homes and schools where broadband access remained genuinely limited and unreliable at best.
Fulcher has pointed to the company’s earlier work with India’s Digital India programme as a similar point of pride, and the Indian Health Service contract reflected the same underlying belief that guided Justin Fulcher from the start: telehealth becomes essential infrastructure once it fits the systems it needs to serve well.
The contract also showed how far RingMD had traveled from its consumer roots in Southeast Asia, growing into a platform trusted with sensitive patient data inside one of the country’s largest federal health systems. Fulcher has said the Indian Health Service work remains among the projects he is proudest of, precisely because the patients it reached had so few other options for remote medical care. The scale of that reach, spanning dozens of states and thousands of miles, echoed the same ambition that first sent Justin Fulcher across the Pacific as a teenager looking for a problem worth solving.
